The EU  has clear safety, environmental protection, health and other relevant standard requirements for electronic products imported and sold within the EU.

The EU clearly prohibits the sale of products that may contain harmful substances.

Therefore, Pinduoduo’s cross-border platform TEMU has proposed some new regulations on RSL in response to EU policies, both for the safety of consumers and to promote green and environmentally friendly concepts.

What are RSL qualifications?

RSL  is the Restricted Substances List, which covers restricted chemicals in clothing, home textiles and footwear and cites regulations or mandatory standards from governments around the world.

REACH Appendix 17 in this list is a key item for EU market spot inspections.

Currently, the RSL qualifications required by TEMU Pinduoduo for products are mostly RSL Report (lead and cadmium), RSL-Phthalate (ortho-phthalate), and RSL-SCCP (short chain chlorinated paraffin).

Generally, REACH Appendix 17 is an important part of the REACH regulations and is also the most stringent restriction. If a product does not meet the requirements of this part, the product will be banned from sale in the EU.

 

TEMU-RSL restricted substance content

RSL qualification refers to EU tests for phthalate, lead, cadmium, short-chain chlorinated paraffin, etc., while TEMU requires electronic and electrical products to have RSL qualification.

The following is a partial list of restricted substances in Appendix XVII of the EU REACH regulation:

RSL——lead and cadmium

Lead is a common chemical element, and there may be a risk of exceeding the standard in some products. By testing the lead content in the product, we can evaluate whether the product complies with relevant standards and regulatory requirements, and protect the health and safety of users.

Cadmium is a harmful heavy metal that is potentially harmful to human health.

Test the cadmium content in the product to ensure that the product does not contain it or the content meets relevant standards to avoid potential risks to users.

The laboratory evaluates the hazardous substances in the product based on the test results and compares them with the limits specified in the EU REACH regulation.

If the harmful substances in the product exceed the limit specified in the EU REACH regulations, the product will not be certified by the RSL Report.

 

RSL——phthalates

Phthalates  are a widely used plasticizer that modify or soften plastics.

Commonly found in plastics and paints, especially PVC and paint. However, not all phthalates are harmful substances.

Currently, 15 phthalate substances are considered hazardous substances and their use is restricted.

RSL Phthalate qualification refers to the EU RSL Phthalate project test report. Most electronic products listed on the TEMU platform need to provide this report.

Common stations: Germany, France, Italy, Netherlands, Spain, Portugal, Poland, Sweden, etc.

 

RSL——SCCP

Short-chain chlorinated paraffins (SCCPs) are widely used as flame retardants in textiles and clothing, rubber and plastics, leather treatments, plasticizers in paints and other coatings, and metal processing oil additives.

It is also a persistent organic pollutant (POPs) with long-range environmental migration capabilities, ecotoxicity, persistence and bioaccumulation, so it has received widespread international attention and restrictions.

And in 2009, the European Union included SCCPs in the list of substances of high concern – SVHC under the REACH regulations. In order to comply with relevant regulatory requirements, TEMU Pinduoduo platform requires that some products must pass RSL-SCCP (EU RSL Short Chain Chlorinated Paraffin Project Test Report) before they can be sold compliantly.

 

How to apply for RSL EU banned and restricted qualification test report?

Warm reminder: RSL qualification testing is based on the actual product material.

Confirm the test standards based on the samples to be tested

Provide application form and complete and undamaged samples

Arranges tests to identify and evaluate product materials, and a report will be issued upon passing the test.

Submit it to the TEMU platform for review. Once the compliance review is passed, it can be put on the shelves for sale.
